In January 2007, First 5 El Dorado contracted with the El Dorado County Early Care & Education Planning Council (LPC) to develop a plan that enables the early childhood service system in El Dorado County to offer opportunities for early education to all El Dorado County children less than five years of age prior to Kindergarten entry. The LPC is working with key partners from the early care and education community to:
- Assess current supply and demand, establish baseline information and goals for program and teacher quality,
- Assess the existing number and types of facilities that are being used, or could be used to provide children with early education opportunities,
- Assess the capacity and effectiveness of the existing delivery system and develop strategies to address gaps and areas needing improvement,
- Develop a funding model that leverages existing resources, and identifies costs and potential funding streams that would support strategies to address delivery system gaps and areas needing improvement,
- Develop a draft plan for public comment and submit a final plan by January 2008
